Pepper is an older goofball. He is pathologically happy - especially when there are cats around!!! OK, what he has in mind might be illegal in some states, but the cats don't seem to mind. He has dry eye, so is on some medication and his hearing isn't 100% either, but he is loveable. That little tiny tail just vibrates constantly.
