Let me introduce you to Milo, an eight year old Chihuahua mix at 16.5 lbs, a bit over weight but he is walking more so it will be coming off. Milo loves walks above anything else, except food. He does well on a leash. He gets along well with all dogs I have seen, (although he often will bark at them), and my two cats. Milo is active and does some half jumps that might be too much for small children.
Milo has been an easy going, cuddly, house trained dog. His expressive face goes from curious to hopeful to excited and joyful. It has been a real pleasure to have this guy around. He should be ok in an apartment, as long as he receives some walks everyday and is with people for most of the day. He does have an odd leg (Luxating Patella) but it doesn't slow him down, He just lifts it up and runs around 3 legged.
