Skittles is a conundrum of a cat. He craves petting and love, but then he may swat. He needs to learn that hands can be gentle, not threatening. We can stoke him with a petting stick, which he loves. Some volunteers are able to pet him with no problem, others, not a chance. Maybe you can be the one to make Skittles become a happy, loving, relaxed boy. He would definitely need another cat in the home.
